Ubisoft has made an update to Tom Clancy's Rainbow Six Siege Year 9 Roadmap, including a better insight into what operators will be balanced in Operation Collision Point.
As revealed by Ubisoft in the Y9S3.3 Designer's Notes, the state of the shield operators in Tom Clancy's Rainbow Six Siege recently has been one of the developers' main concerns heading to the final operation of Year 9.
As promised in the previously mentioned Designer's Notes, the team will release a shield nerf in Operation Collision Point. Additionally, Ying, Sens, and Thunderbird will be tweaked.

Shield nerf
Ubisoft will be nerfing shield operators in Operation Collision Point. It's still too soon to say how much will the nerf affect shield operators. According to Ubisoft's Roadmap update:
The revamped shield mechanic was first released in Y9S1 and since then we've seen an evolution in their overall usage, becoming more relevant and impactful. It's now time for shields to be adjusted and to reduce their oppressiveness.
More information regarding the Year 9 Season 4 shield nerf will be unveiled on November 17, when Ubisoft reveals all of the features included in Operation Collision Point.
Operator balancing changes
Ying, Sens, and Thunderbird will be balanced in Operation Collision Point. While Sens and Thunderbird will be buffed, Ying will be nerfed.
Improved lobby balancing
Ubisoft will add a feature called Phantom Player, a "sixth player" defined as a "mathematical value" that "will bring an extra layer of balancing to matchmaking."
Console to PC Crossplay 1.0 and MouseTrap implementation
With Console to PC Crossplay 1.0 coming to Operation Collision Point, console players will be able to queue in the PC matchmaking pool. However, this feature will also allow MouseTrap to move confirmed mouse and keyboard console players to PC lobbies.
Cheater Match Cancellation
Once a cheater is confirmed and banned, the match they are in will be automatically canceled.
Siege Cup Beta to be released on all platforms
The Siege Cup will be released in its beta phase to all platforms. So far, only PC players located in Europe and North America had access to it.
AI chat moderation
AI will analyze the messages sent on the match chat to make sure problematic messages are flagged or removed.
Reputation System refresh
Ubisoft will introduce a refreshed Reputation System that will "will feel different from the Reputation System you know."
Dynamic Matchmaking 1.0
Ubisoft's Dynamic Matchmaking 1.0 has been pushed back to Year 10. Ubisoft defines it as a "dynamic matchmaking feature for improved server allocation based on a broader set of players' data."
The team has decided to delay Dynamic Matchmaking 1.0 to "focus their resources on Phantom Player, which is now coming earlier than was originally planned."
