Following the discovery of a DNA bomb in the Popov Power Plant at the start of Season 4, the device has detonated drastically altering the POI along with a toxic chemical agent.
The explosion destroyed most of the large cooling tower in addition to rupturing the main reactor building. The open rooftop offers an excellent landing spot as they can land straight into the building and begin the hunt for loot.
